Security Item; cannot delete Item if there is a linked ServiceLog record

A Security Item cannot be deleted if there is a ServiceLog record linked to it. The message "Related records exist in the ISServiceLog table." will be displayed when trying to save the Security Statement.

This rule has been removed, as the main reason for including was to stop a "Registered" Security Item with B2G Transactions (stored in the ISServiceLog table) being deleted in Australia. Since a "Registered" Security Item cannot be deleted from the Security Statement in the first place, this check was not necessary.
