NZ PPSR G2B interface; when amending collateral description, &, < and > characters were incorrectly encoded

When amending collateral in the NZ PPSR G2B interface, if the description included &, < or >, the characters were incorrectly encoded.

This results in the following characters being sent to the PPSR:

"&" was replaced with "&"
"<" was replaced with "<"
">"was replaced with ">"
