MotorWeb; add Test URL/ Mode option

A new Test URL and Test Mode option has been added for MotorWeb. The test URL is defined under Global Settings, and the Test mode setting is defined under User Preferences.

Note, this has been added mainly for Motor Vehicle Monitoring and other future enhancements.

The following test scenarios are supported:

1. Verify under Tools, Global Options and Tools, User Preferences. Note, this will always return success - so serves no real purpose.

2. Motor Vehicle Monitoring. Will randomly succeed or fail with a "The financing statement defined is not associated with the secured party defined" error.

3. Motor Vehicle Monitoring Alerts. Dates in the range 1/9/2013 to 29/9/2013 will return a variety of test cases, see http://test.motorweb.co.nz/ for more information.

Note, if you attempt to use test mode for other functions a "404 Not found" error will result.
