Database Login; new warning if number of available 'Open' Accounts drops below a User threshold

A new warning has been added if the number of available 'Open' Accounts licensed for drops below a User threshold. This is useful to track when the number of 'Open' Accounts drops below a user defined point, and therefore the license should be reviewed.

The threshold and whether to show a warning is defined on the Database page under Tools, User Preferences, Database page.
