File Open/ Save dialogs; folder included in filename rather than the initial folder

When the Open or Save file dialog is opened the initial folder (at the top of the dialog) is not updated, instead it is included with the filename at the bottom of the dialog.

For example, under Admin, Documents, Document page, browse to find the document.
