Account Archive; Closed Workflows can now be deleted during the Archive Process regardless of permission key

During the Account Archive process (e.g., when Declining an Account), Workflows for the Account are deleted but previously, the User Archiving the Account required the 'Workflow.DeleteClosed' permission if the Account had any 'Closed' Workflows. This restriction has been removed.
