External Party Commissions; a Commission with a Basis of "None" causes an Unhandled Exception Error when opening an Account

When opening an Account an unhandled exception occurs if an External Party Commission rule has a Basis of "None". The error is "Object reference not set to an instance of an object.".

The easiest solution, prior to this fix, is to either remove the Commission Rule or change it to a "Set Value" of $0.
