Advanced Banking; User Preference option to check 'Direct Debits' upon closing should not be visible

When not licensed for the Advanced Banking Add-On, the Tools, User Preferences, Tasks (or Tasks & Workflows), Start Up/Shut Down was still showing the option to 'Show a warning if the are Direct Debits waiting to be exported'.

Upon closing the database, this check would be performed regardless of whether the database was licensed for the Advanced Banking Add-On.
