Web Configurations added

The ability to define and use special 'Web Configurations' has been added.

Web Configurations are defined under Tools, Web, Web Configurations.

Web Configurations can be loaded and used by the finPOWER Connect business layer, e.g., to override User Preferences such as Address Interface settings when running in a Web Environment.

The following Web Configuration options can be specified:
* Addressing
* An Address Database can be defined together with database server credentials.
* These settings will override any Global or User defined settings.
* NOTE: A finWebConfig.AddressDatabaseSystemDatabaseFolder can be set but is not stored with the Web Config record. This allows a Web Server to use an MS Access Address database although this is not recommended.
