Payment Arrangements; add "ContractrualUpdated" column

A new column, "ContractrualUpdated", has been added to the "AccountPayArrange" table. This was previously stored in the "Other" column.

The "ContractualUpdated" field relates to the "Update Maturity Date and Contractual Payments?" option when processing a Payment Arrangement for a Floating Rate Loan.
