Task Manager; Status bar functionality updated

The Task Manager Status bar functionality has been updated.

The 'Tasks' button will always appear if User Preferences indicate to display alerts when the database is opened or to display alerts periodically. Regardless of these preferences, the 'Tasks' button will always appear when the Task Manager form is open (providing Tasks have been loaded, e.g., by viewing a Task-based folder.

When the Task Manager form is open, the 'Tasks' button will display the total number of Tasks (assuming the current User's tasks are being viewed as at the current date).

When the Task Manager for is not open, the 'Tasks' button will display the number of 'new' Tasks since the last alert was shown. Note that for performance reasons, this will display a maximum of 20 tasks. This has always been the case.
