Business Layer; ProperCase function not returning expected result

The Business Layer ProperCase function, found under Runtime.TextUtilities is not always returning the expected result.

Where a word does not start with a letter the preceding space is deleted.

For example, "flat 12 SOUTH street" returns "Flat12 South Street" - it should return "Flat 12 South Street".
