Floating Interest Rate Change wizard; added event scripts

New script events have been added to the Floating Interest Rate Change commit.

The script can be defined on each Account Type.

There are two events that are fired.

AccountPreInTransaction
Setting eventHandled to True will ignore this Account.

AccountPostInTransaction
Includes AccountHistoryPk, the history record that has just been created for the Account.

Note, this event is only fired when committing the Rate change, rather than just printing the report.
