User Settings; new option to suspend Automatic Refreshes

There is a new option under Tools, Options, User tab to suspend Automatic Refreshes.

If checked forms will not refresh related admin dropdown lists when you move between open forms.

Forms normally make several calls to the database to refresh admin files such as Arrangement Type and Charge. This will save a lot of database activity and will be especially useful on larger databases.
