Workflows; Business layer allows an already closed Workflow to be closed
The finWorkflowClose business layer object allowed an already closed Workflow to be closed. This updated the Workflow's Close Notes and Last Updated details.
NOTE: This has been flagged as a breaking change since any Scripts relying on this functionality, i.e., not checking the Status of a Workflow before attempting to close it will now fail.
