Account Types; Startup and Ongoing Interest now support default Rates irrespective of Type
The Startup and Ongoing Interest defaults for Account Types now support default Rates irrespective of default Type selected.
This allows, for example, "Interest Free" to be the default, but still allow an Interest Rate to be entered. If user changes to Fixed Rate then Interest Rate defaults.
