Account "Get" functions; after a Restructure these functions may not return the expected results

Several Account "Get" functions were returning the incorrect values after a Restructure, if passed a "Date As At" prior to the Restructure date.

The "Get" functions were only looking at changes on or after the Restructure, so if passed in a date prior to this they always returned the Restructured values, and that there are "future changes".

This issue is noticeable if you "post date" a Restructure, whether or not you change, for example, the Default Interest Rate. If you change the Default Interest Rate the Account Financial page will show the Rate as per the Restructure, rather than what it was today, and warn that they are "future changes". If you don't change the Rate it will correctly warn that they are "future changes", but shows the current rate as the Restructured Rate.

This applies to the following functions:

GetCreditLimits
GetInterestCycle
GetInterestRate
GetDefaultInterestRate
GetMinimumPaymentDetails
GetOtherInterestRate

Note, some of these functions are not applicable to Restructures but have still been updated.

In addition, the following property has been removed, finAccountHistoryItems.CurrentCalculationIndexStart.
