Disbursements Add-On; Elements form, Disbursements page not showing correctly whether it is disabled

The Disbursement page should be disabled for Element Types Disbursement and Payment Due.

After changing the Element type, when you click to go to any other page, the action bar should be updated and the correct pages enabled/disabled.

You do not have to click on the Disbursement page to see if it is disabled or enabled.
