Account Restructure; if the new Final Payment date is set many years into the future an unhandled exception error may occur

When entering the Final Payment date in an Account Restructure, an unhandled exception error may occur if it is dated many years into the future. For example, try entering the date 5/5/5555.

The error message was "An unhandled exception has occurred. Value was either too large or too small for a Decimal.". The restructure now checks the final date, and if more than 100 years into the future it immediately provides a friendly error message.

In addition, if the Restructure date on the first page of the wizard is entered many years into the future a similar error occurred. This is now limited to the Entity's "Transaction End Date".
