Negative Payments; matching logic not applied to Get Last Payment and Get Last Reversed Payment

The logic added in 1.6.3 for negative Payment matching was not applied in three areas.

1. The Last Payment information incorrectly includes matched Negative Payments. 2. The Last Reversed Payment information incorrectly includes matched Negative Payments. 3. Uncleared Funds information incorrectly includes matched Negative Payments.
