New Account wizard, Financial page; Changes to Control layout; Allow entry of Interest option added to the Account Type

A new option has been added to the Account Type, New Accounts page:
"Allow entry of Interest? "

This option is available for Fixed Term and Revolving Credit Account Classes.
If this is set to False, the Interest block will not be visible on the Financial page of the New Account wizard.

The 'Other Interest Rate' has been moved from the New Account wizard, Financial page, Options tab, to the top of this page under the "Interest" block.
