Account Menu, Import Accounts; Allow importing of a Quote Account that has simple financial details

Quote Accounts can now be imported with a limited amount of financial details.

The finAccountCalc element is not required.

NOTE: For the Import Accounts menu item to appear on the Accounts menu, the Import Folder must be defined under User Preferences, Accounts, Import page.
