Bank Import Rule; Filter elements to be the same element type as the Import Service's Transaction Type element

The Element on an import rule must have the same element type as the Transaction Type specified on the Import Service.

If there is no Transaction type on the Import Service then the list of elements is filtered to Payments Received elements.

NOTE:
The Import Rules must have the same Element Type as the Transaction Type across all lines (added validation in 1.6.4). This is because Bank Entry enforces this.
