User Preferences; Saving now updates the Timestamp field on the User table

Saving User Preferences (the finSettingsUser business layer object) now updates the Timestamp field on the User table.

The following will also update the Timestamp field on the User table:

• Copying settings from one User to another
• Updating Task Manager folders

NOTE: The UpdatedUserPk and UpdatedUtcDate fields are not updated since the act of saving User Settings is not the same as updating the actual User record itself.
