Account Close; Unposted Facility Fee default not correct when suspended

If an Account's facility fee is suspended then the Account Close and Refinance wizards do not calculate the Facility Fee if not suspended correctly.

In these wizards the Unposted Facility Fee, when suspended, is shown as "currently suspended" and not charged - but the fee is still shown as a hint as if it wasn't suspended. However, the issue was it was showing as zero.
