Task Manager; Monitored Accounts system folders not quoting Monitor Category Id

System generated Monitored Accounts folders in the Task Manager were not always quoting the Monitor Category Id (i.e., putting quotes around the code).

This could lead to the situation where a folder was meant to be restricted to Accounts with an Overdue Monitor Category Id with a code of "bad-debt". Since this code contains a dash, it was being treated as a range and therefore not showing the correct Accounts.
