Securities Register PPSR Add-On; New Zealand databases, Should be able to delete an Item if it is registered

Once an item has been registered it was not able to be deleted off the Security Statement. If it should no longer be part of the Financing Statement then it could be flagged as 'No longer in use/Defunct' and would be removed from the Financing Statement when the amendment was sent to the PPSR.

A Security Item can now be deleted at anytime as long as the user has permission.

A new permission key 'SecurityItem.DeletePPSR' has been added to allow a user to delete Security Items that are currently registered or have been registered.
This permission key is applicable to NZ databases that have the PPSR Add-On. It is 'Allow' by default.
The User must have SecurityItem.Delete permission for this permission to be effective.

If the Security Statement is registered with multiple items and one item is deleted, the PPSR action is updated to 'Amend' so the item will be deleted from the Financing Statement on the PPSR.
If the Security Statement is registered with only 1 item and this item is deleted, the PPSR action is updated to 'Discharge' so the Financing Statement will be discharged from the PPSR.
