Reporting; Transaction List; Can now be filtered by 'Promise Status'

The Transaction List can now be filtered by 'Promise Status'.

The order of parameters on the 'Other Filters' page has been updated.

If the report is being filtered by 'Promise Status' and neither the 'Promise Status' or 'Promise Value' columns are included, a warning is given alerting the user to this.
