Global Settings; Unlicensed Client settings visible

The Clients, General page of the Global Settings for displayed settings for Statistic and Identification item verification even if the database was not licensed to use either Client Statistics or the Advanced Clients add-ons.

The section allowing Client Groups to be defined for Employers for Individual Clients was also visible when not licensed for the Advanced Clients add-on.
