Global Settings; Auditing; Chargeable and Non-Chargeable Activities pages no longer displayed if no items to audit

The 'Chargeable Activities' and 'Non-Chargeable Activities' pages under Global Settings, Auditing, no longer display if licence settings dictate that there are no items to audit.
