Accounts form, Payments page; Make a Promise hyperlink may error

Clicking on the "Make a Payment Promise" hyperlink may cause an unhandled exception error.

This occurs when the User Preference, Account setting ' Automatically recalculate Account Payment Arrangement figures?' is set to True.
