Payment Arrangements; wizard validator script does not allow Log date and Action date to be changed

Using a Payment Arrangement wizard validator script does not allow the Log date and Action date to be changed. This is because the program resets what the script does.

This has been changed so these properties can be set in the script and are reflected in the wizard.

Note, we suggest you use the "PageValidate" event, pageid="Account" to set these properties.
