Reports, Run Query; Menu item DENY by default
The system permission for the 'Run Query' menu item is now 'DENY' by default.
Reports can be permissioned out, but there is no concept of permissioning out a Query therefore the menu item is now 'DENY' by default.
This change will not effect Administrator users.
