Patch Scripts; could be run via Admin, Script form, from the Test page

Patch Scripts should only be able to be run from the Tools, Database, Run Patch Script menu. This means the "Disclaimer" and other checks are made.

Patch scripts could be run via the Admin, Scripts form, from the Test page - this is now disallowed.
