Direct Debits; was including Accounts due prior to date opened

The Process Direct Debit Payments wizard was including Accounts prior to the date they were opened.

To recreate:

1. Open an Account paid by Direct Debit and payments made by Direct Debit.
2. Run Account Processes until after the first payment. Eg, payment due 16/5.
3. Run Process Direct Debit Payments wizard and enter "Process payments due on or before" to 16/5 , but the "Date to post Payment Transactions on" as 15/5.
4. The Account is included in the list of Direct Debits, but when committing errors with "Transaction is dated prior to Account being 'Open'.".

The Process Direct Debit Payments wizard no longer includes Accounts opened after the "Process payments due on or before" date.

Note, in addition the "Transaction is dated prior to Account being 'Open'" error now lists the Account in question, ie "Transaction is dated prior to Account '1234' being Open".
